GS-11:
To qualify at the GS-11 level you must have one year of specialized experience at or equivalent to the GS-9 grade level performing ALL of the following:
1) Interpreting and applying Federal civilian human resource laws, regulations, policies, and practices; 2) Classifying federal civilian positions for an organization; 3) Providing advisory and operational services in the areas of classification. OR Education:
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related, from an accredited university. OR A combination of experience and education that totals 100% of the requirement. GS-12:
To qualify at the GS-12 level you must have one year of specialized experience at or equivalent to the GS-11 grade level performing ALL of the following:
providing advisory services to resolve complex classification and position management issues and classifying a full range of positions using classification principles, practices, and guidance. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
