INDIAN PREFERENCE: Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (Title 25, USC, Section 472). FORMER FEDERAL EMPLOYEES: Former Federal Employees are required to indicate whether they received a Voluntary Separation Incentive Payment (VSIP) buyout in their previous employment with the Federal government, and are required to submit a copy of the applicable Notification of Personnel Action (SF-50) regarding the VSIP. The majority of individuals, who accept reemployment with the Federal government within 5 years of receiving the VSIP amount, must repay the gross amount of the separation pay prior to reemployment.

NOTE: This is a supervisory position. Under provision of the Civil Service Reform Act, first-time supervisors are required to serve a trial period before their appointment becomes final. SUMMARY OF DUTIES:
Plans, administers, directs, and supervises all activities which pertain to Indian trust/restricted property involving government-owned land and land held in trust by the Federal Government for tribes and individual members of tribes.
Assures proper coordination and integration of branch activities with other branches of the Agency to facilitate the effective administration and management of Indian lands. Keeps current, updated and informed of the status of progress of the program at all times, consulting and coordinating with Agency staff as needed prior to taking action.
Analyzes laws, regulations, policies, and procedures pertinent to land acquisitions, exchanges and consilidations, mineral leasees, right-of-way, or other land transactions involving administrative decision and makes recommendations for Trust Programs to enhance the protection of the Indian trust estate.
Initiates replies to requests for information involving highly technical land matters by individuals, private concerns, or representatives of other Government agencies concerning policy, procedures and mining operations in general.
Assists with development of a branch budget for Real Property Management programs and operations. Responsible for compliance with budget ceilings and travel limitations in all branch operations.
EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative and Management Positions, GS-1170).
GS-12: 1 year of specialized experience equivalent to the GS-11 grade level in the Federal service. Examples of specialized experience may include providing oversight to management of trust and restricted property; recommending corrective action or changes needed; administration and management of the Real Property Management Program primarily concerned with developing, manageing, and protecting the highest degree in all aspects of contracting, leasing and compliance of trust resources, maintaining the overall effectiveness of the Real Property Management Program. SUITABILITY, CLEARANCE & REQUIREMENTS: A background security investigation will be required for all new hires. OTHER: Incumbent is required, as an incidental duty, to operate a government-owned or leased motor vehicle, in the performance of duties, therefore, a valid driver's license is required. Incumbent must have a safe driving record within the three-year period immediately preceding submittal of GSA Form 3607 and be able to meet the safe driving requirements of the Bureau of Indian Affairs.
